This community service activity aimed to enhance teachers understanding and competence in designing Higher Order Thinking Skills (HOTS) questions as a parameter for successful deep learning. Implementing an In-ON-IN training method, this program facilitated structured, hand-on wrokshops (In-Service training) and mentored practical application (On-the-joblearning). Participants consisted of teacher at Madrasah Ibtidaiyah Negeri 3 Jakarta a total of 31 persons, who sere guided to bridge deep learning concepts with the creation of assessment tools that promote critical thinking. The effectiveness of the activity was evaluated by comparing pre-test and post-test results. The findings indicated a significant improvement in the praticipants understanding of deep learning principles and their technical competence in constructing HOTS-based questions. The result showeda, 92% increase in post-test scores, indicating that the IN-ON-In method is high effective in improving pedagogical skills regarding high-level assessments.
